Authorization to install , maintain , inspect and test elevator or escalator systems .​

Requirements for obtaining authorization –  An application for obtaining authorization to install , maintain, inspect and test electric lifts or escalators , as the case may be , under the provisions of Rule 13 of the Tamil Nadu Elevators and Escalator Systems Rules , 1997 , shall be made by a person fulfilling the following criteria , along with the prescribed fee ( e-Challan ) in Form “J ” .

1. An individual must have a telephone connection and a separate office premises in the state of   Tamil Nadu .
2. The applicant must provide a certificate from any nationalized bank stating that he is able to repay a loan of up to Rs. 8 lakhs on an ongoing basis .
3. Must have employed at least the following minimum number of employees in his business ( Employment letter must be attached )

          (a) As appropriate ,

1. At least one engineer with a degree in Mechanical Engineering or equivalent qualification from a recognized university or institution and not less than five years of experience in the operation of elevators or escalator systems
2. At least one engineer with a degree in Mechanical Engineering from a recognized institution and not less than eight years of experience in the operation of elevators or escalator systems , as applicable .

          (b)   As appropriate ,

1. At least one engineer with a degree in Electrical and Electronics Engineering or equivalent qualification from a recognized university or institution and not less than five years of experience in the operation of elevators or escalator systems
2. At least one engineer with a degree in electrical engineering from a recognized institution and not less than eight years of experience in the operation of elevators or escalator systems , as per the above ,

(c) As the case may be , a certificate of study in ‘ Electrical or Electronic Trade ‘ from a Vocational Training Institute or any other recognized institution and a certificate of qualification as an electrician issued by the Tamil Nadu Electrical Licensing Board and at least five years of experience in the operation of electric lifts or escalator systems shall be required .

(d)   For every ten new elevators / escalators to be installed in a year , one Vocational Training Institute electrician , one Vocational Training Institute fitter and one assistant should be the installation staff .

(e)  For every fifty new lifts /  escalators to be installed in a year , one Vocational Training Institute electrician , one Vocational Training Institute fitter and one assistant shall be the maintenance personnel and

(f) There should always be a clerk/staff at the service station to respond to complaint calls from owners.

1. A person shall have his own workshop within the State of Tamil Nadu, having an area of ​​at least 100 square meters, with private facilities, telephone connection and separate electricity connection of at least 15 amps. Such workshop shall be equipped with the following minimum machinery and equipment, whether stationary or portable.

                        (a) Lathe   machine

                        (b)  Cutting tool

                        (c)  Ignition device with a capacity of 5 or more

                        (d) Hacksaw

                        (e) 3 ton capacity chain hoist

                        (f)  Trolley with constant weight

                        (g) Clip – on meter for measuring voltage , current , etc.

                        (h) Teachometer
